This tool updates the rotation setting stored in each page of your PDF, rather than actually redrawing the page content, this is the same mechanism PDF viewers use internally, so the rotation applies instantly and preserves full document quality.
Since rotation is applied locally using your browser's own processing, your PDF file is never uploaded to any server.
Upload a PDF scanned sideways and choose 90° Clockwise, every page's rotation setting is increased by 90° from whatever it currently is. If you then run the result back through this tool and choose 90° Clockwise again, the pages end up rotated 180° total, not back to upright, since each pass adds to the existing rotation rather than resetting it. To undo a 90° clockwise rotation, choose 270° (90° Counter-Clockwise) on the next pass, since 90 + 270 = 360, back to the original orientation.
Rotating an already-rotated PDF and expecting it to reset to upright, each pass adds the chosen rotation to whatever rotation the page already has, running 90° twice produces 180°, not a return to the original orientation.
Assuming pages with mixed original orientations (some portrait, some already rotated) will all end up upright after one uniform rotation choice, since the same rotation amount is applied to every page equally, pages that started in different orientations will need different corrections, which this tool doesn't handle per-page.
Expecting rotation to redraw or resize the visible page content, it only changes the stored rotation metadata that PDF viewers read to display the page, this is why it's instant and lossless, but it also means it can't fix content drawn at the wrong angle within the page itself.
